Historically at the NIH, the provision of Interpreting Services was provided by the NIH Office of Equal Opportunity (OEO) since 1988. However, in an effort to streamline and create a more efficient system, the NIH deaf/hard of hearing (D/HH) community, OEO and the Office of Research Services (ORS) joined forces to evaluate the current procedures and to seek alternative solutions.
By January of 1999, it was decided that the ORS would take on the Interpreting Services initiative. Since the Division of Support Services (DSS) had a unique office established to handle such projects, the Interpreting Services was formally charged to the WEPB. The WEPB sought assistance and guidance from the NIH D/HH community in order to ensure that the best possible services would be provided. Armed with that information, Timothy Tosten, Project Officer, developed a comprehensive Statement of Objectives which led to the creation of a performance based service contract requirement.
